Is self-confidence genetic, or learned?

I was washing my face earlier and looked up into the mirror and thought to myself, it ain't so bad being ugly. I mean I see what I am, and am totally comfortable with and don't need to be told I am "good-looking" or anything. I would not say I am confident, I actually think I lack the "guts" it takes to approach females and even people in general. I wish I had the self-confidence that some of the guys I know or have known. I mean I have hung out with some very ugly dudes, and these guys think or have thought they were "all that and a bag of chips". I mean they were ugly......but yet they talked so great about themselves......I mean are they blind as they are dumb????
